Ready-mix concrete plants are industrial activities subject to environmental requirements in Saudi Arabia, regulated by the National Center for Environmental Compliance. Before operating — or at renewal — a plant needs a complete environmental file.
Why concrete plants are regulated
The nature of the activity itself. Mixing and production connect to three core environmental areas:
Dust and emissions from raw material handling and mixing
Water used in mixing and washing out mixers, and its discharge
Waste from returned concrete and surplus material
Most conditions revolve around how these three are managed, so any file that does not address them clearly is exposed to comments.

Frequently asked questions
Does a concrete plant need an impact assessment study?
It depends on classification, scale, location and whether the plant is new or existing. Not every concrete plant requires one, which is why classification comes first.
We added a production line — must the permit be updated?
Usually yes. Any change in capacity, equipment or site area should be reflected in the environmental file rather than left until renewal.
